Nerf Lb's W swapback by 1 sec

As a master LB main I strongly feel that what is making LB so overpowered it is just too easy to "juke" with her. The risk-reward factor is not equal when playing her. Even if you mindlessly jump in to poke their carry, you can escape getting caught out by long cooldowns like Amumu ult and Sej ult. Leblanc is supposed to be able to be beaten by point and click cc and damage, but it's very difficult to cc her for long enough to prevent her from swapping back. Lower the W swap timer from 4 sec to 3 sec. This way, if a Leblanc player casts WR, then if she gets stunned for 2 sec she will die like she used to before the buff, and not be able to escape.

Leblanc should require precision and careful thinking before jumping in to poke or kill. Right now, this is not the case. I feel that the buffs she was given made her too safe and she no longer requires quick decision making in order to do well with her. I also think this is a much better option than giving her the zed treatment because Leblanc's identity would be kept intact while granting her some much needed extra risk.
