If they were planning to make her E useless from the start and change the way she's played, why did they remove the resistances from her W? lower the range of her R?

Well she was insanely tank with resistances on her W and her insane spellvamp. It was just too much for an assassin. Kha is similar example with the nerfs on his ult.
