Any plans on further Champion Mastery Levels?

Also, I've been wondering what will happen if suddenly they make it so you can go to Lvl 10 Mastery. Will people with a lot of Mastery points on a specific Champion unlock the mastery level instantly?

Let's say, I have 70K Mastery Points on Riven, if they raise the Lvl cap to 10, I'll bump to Lvl. 8 ior something inmediatly?

Riot said they WERE planning on making further levels available later when the Mastery system was more stablished, but I mean, up until now it's not really anything useful.
