Reduce the amount of time he can hold his 4th shot and increase his reload speed.

This change accomplishes 2 thing.

1. It reduces his ability to zone you with the threat of losing 60% of your health to a single q>auto combo. Which is by far the most annoying part of playing against jhin.

2. It increases the amount of “up time” he has and actions he can actually take during the game. Which is by far the most annoying part of playing against jhin.
