An Idea for better management for toxic/unsportsmanlike conduct

What if Riot enforced the summoners code like leagues version of a constitution. (Or law book) And they used confirmed non toxic players as a sort of middle man,

Think back to when the tribunal system was a thing, I personally didnt play with it was a thing but I do remember seeing people say that it was good and they wanted it back,

So what if Riot gave normal players, who have played for over a year, never had a penalty on their account, and were honor 5 at the end of season 8. a chance to apply to become a Summoners Code Enforcer, or SCE.

Think of it like a league police force.

They would play just like any other players, but they would be required to learn/memorize the Summoners code.

They could report players that break any of the Summoner codes with evidence that they broke the code like

****AFKing Flaming beyond banter Implied racism/homophobia inting Offensive language Etc. ****

These players that get reported could be marked with a strike, Visible to the player in question, but not to the anyone else, as to let them know that they were found breaking the code and that there could be series consequences if they keep it up.

This game really needs some kind of community control, the boards are a perfect place for people to let out rage and vent, but not many people actually use it.

In game is no place to make other people feel bad for just trying to play a game,

Most of the time when I don't have fun playing the game, its because of one of my teammates flaming me or another teammate for little to no reason.

this of course is just a base Idea and could be more thought out and expanded on if Riot thought that this was a good idea.

Wouldn’t work.

Not enough people used the tribunal so doubt that hey would get enough people to actually do this kind of system.
