What if her W gave a move speed buff to or any allies in an aoe of her?
That or make her ult useful...

Well, can I change the title then? Whatever you want to call it, she could use it.
Her ult is just such absolute trash.
That is NOT a QoL buff, you're just directly moving Eve's utility and giving her unnecessary power. We know form sivir ult that things such as giving your allies movespeed is very powerful when used correctly.
