Why aren't there better means of handling afks, especially in ranked?

For example, sometimes the client crashes, and players can't get into the games until ~5+ minutes late. The entire 30+ minute match shouldn't be lost because of a client crash.

Why couldn't, for example, a player that never connected at the start passively gain experience a la dominion/aram. That way when they do join they're not 5 levels behind but perhaps 2. The catchup mechanic is a nice feature, but still requires extreme danger to gather. Especially when it's so easy this season to just tower dive and leave. The bm'ing is endless.

There are other solutions too, but many are more complicated. The original DOTA let the team control your toon, which was neat, but that's far too complicated for the spaghetti here (though I'd love to see 5v5 games with one person controlling all 5, that'd be epic).

Even passive gold, like for every 5 cs your team gathers you get 1.

Again, I'm not trying to introduce systems that make it ADVANTAGEOUS to be afk at the start. But giving them some kind of safety nets seems very reasonable.
