Opinions on Hybrid Pen runes on Shen

Q strikes will deal a lot more damage with the combined physical and magic penetration. Scales better into late game than AD does too.

Also, thoughts on Bork first item on Shen? Rest of the build is tanky depending on situation, but typically rush Bork to win lane. I don't play a passive Shen early game.
