Riot: Why new Double Edged Sword?

I ask because after playing with the changes this one seems the riskiest. It gives access to much more damage than normal at the earliest possible stage in the game. The window of opportunity for the mastery is also a lot larger than Bounty Hunter and simply always works rather than having any kind of build up. Bounty Hunter is a mastery I love, was really happy to see buffed, and then realized it was never going to be any good while the new Double Edge is still around. The feast or famine style Bounty Hunter promotes is not worth it when you can just have access to 5% extra damage from level 1.

The extra damage taken as a drawback on the mastery is really not a drawback on a lot of champions that want it. ADC's for example, were going to die when they get jumped on by the assassin regardless, now they just do more damage before people can reach them. In other words the extra damage is "overkill" and they were going to die either way. Same thing for several other long range bursters such as Brand.

By contrast the new tank masteries need time to charge up and are better when your HP or AR/MR is higher, but you don't really want Double Edge that much because it hurts your ability to tank. This creates a bit of an issue because all the people going Double Edge have a lot of opportunity to get fed early game long before tanks have enough tanky stats to make better use of the new masteries they get. Courage of the Colossus is really powerful, loving that mastery as well, but it at least has to build up in strength based on the HP you have.

Just curious, from someone who really loves the Bounty Hunter mastery and wants to get more use of it. This is not a complaint thread (although those do seem to attract more red post attention), but rather a question as to the direction and thought process that spawned the decision.

P.S. Also take a look at Fiddlesticks. He can no longer use E to clear camps as fast because the blue/red buffs have no sentinels now, and clearing krugs by trying to single drain a krug at a time takes forreeevvverrr.
