Magical Journey: Meep Cooldown

This wasn't my idea, but I saw on the boards a bit ago that Bard should have his Magical Journey cooldown reduced by one second per meep he picks up while it's on cooldown. so bard uses his E to go get chimes, its on cooldown, and then each chime he gets reduces its cooldown by one second so he can get back to lane faster.

The original idea worded it better, but I think it would be a cool thing to implement and honestly not op
