I've been noticing...

Some patches ago, when playing Galio support, I am absolutely sure I received assists because of casting bulwark on allies who killed or assisted on kills, and now I've been noticing I don't receive them anymore. Did I miss something in a patch note? Can someone tell me if this is a bug or something?
