The reasons why Braum's E 100-0 interaction with Urgot's R2 is perfectly balanced and healthy ----->

The vast majority of the time, it is entirely up to Braum. As in, HE CAN CHOOSE TO NOT SACRIFICE HIMSELF. Of course, then the hooked target just dies as intended. The only way it can work is if first a target is struck with Urgot's R1. Second, Braum uses his E. Third, the R1-hit target must be low enough (25% health or lower) for Urgot to even be able to activate his R2. Braum Eing on the target before Urgot uses R2 would put himself in front of the target, hence his death. The only other way it could happen is if Braum E'd someone else, the target was 25% health or lower, then dashed or flashed or moved behind Braum without Braum Eing on them specifically. However, this is no different from something like Caitlyn's ultimate where another can intercept it intentionally, but a teammate can just be a troll (I suppose) and flash behind their teammate at the last second to get them killed instead. Same principle.

It is extremely situational as well, for the above reasons. A Braum player is needed, his E must be off cooldown, a different target that isn't Braum must be hit with Urgot's R1 skillshot first then must fall below 25% health while the debuff is still on them, and then Urgot must be alive to reactivate R2 and must remain alive for the duration as well as have enough mana. It isn't something that's going to happen 24/7 in the first place.

If you're Braum, why didn't you just block the R1 projectile skillshot in the first place instead and save yourself all of the trouble? Literally the only excuse for it to happen is either Braum or the target was out of position, because someone like Braum is supposed to be frontline whereas most carries are backline. There really isn't an excuse for someone in the backline to be hit in the first place other than one of the two being severely out of position. Urgot simply punishes THEIR mistakes.

It is still balanced. Outside of the situation where someone has an immortality/invulnerability ultimate and/or effect or just uses QSS/a cleanse effect to remove the suppress+drag, they aren't going to survive. Once R2 is activated, 3 different things happen at once. The target becomes untargetable, they become suppressed, and their movement is dragged towards Urgot's model with high speed. Either way, 1 person is going to die in the majority of cases. Braum simply saves someone who is most likely a carry or someone more important in return for his own life. Again, it's Braum's choice. And there's no need to save someone if they're useless/already used everything anyways and can't contribute further or more than Braum can.

Because of the health restriction on the activation of R2, that means it's not going to be reactivated at the start of a teamfight in the first place. It is going to take a significant amount of time. In that window of time, Braum has already probably used everything since his ultimate can just be simply used to engage, his jump can be used to give more resists, and he can fire Q quickly enough anyways at which point the rest of his team can proc the stun. At that point, the only thing he has left is E anyways, and he STILL won't die nor will anyone else unless someone was ALREADY struck with R1 and Braum decided to not block that for whatever reason and they fall below 25% health and move behind him.

It makes perfect sense. R2 is technically two parts. The first part is the chain that shoots out to the target, makes them untargetable, suppresses them, and drags them backwards. The second part is the true damage grinder. Braum's E doesn't completely destroy them like Yasuo's. Braum intercepts and eats it in place of the original target who would've been struck otherwise, which people don't seem to understand. Things like Blitzcrank's Q or Thresh's Q still CC and drag Braum, but Lux's Q does not penetrate because it is destroyed AFTER striking Braum. By jumping in front of the chain with his specific interaction, he eats the chain. Obviously, he's going to get dragged in.

Leading off of the above, the grinder isn't dealing 25% of the target's health. It isn't an execute based off that. It is a true damage execution regardless of health. Hence, it is currently 9999, but that might be fixed later for the insane health possibilities later. Essentially, you can consider it as 100-101% maximum/current health as true damage. Braum ate the chain. The chain itself did no damage so there is nothing for Braum's E to negate the damage of, because it negates the damage of the first projectile. The grinder isn't a projectile. Braum's E also cannot reduce the damage because it is true damage.

Other champions do not, and I state again, do not have this interaction. Braum is the only champion in the game who can intercept the hook directly like that. Otherwise, other champions are not affected in the slightest. They are not even moved out of the way or pushed or slowed or whatever. The R2 chain itself is untargetable just like the R2 target if they are actually struck with the chain. It will simply target the R1 target and just drag them to Urgot because the target becomes untargetable and thus can no longer affect their team. So it's not like anyone else will die just for being in the way.

I'm going to repeat this one more time just to make it blindingly obvious. BRAUM CAN JUST BLOCK THE R1 PROJECTILE IN THE FIRST PLACE.

Another point based off 7. IT IS GUARANTEED TO KILL WHOEVER IS IN THE GRINDER UNLESS THEY ARE IMMORTAL OR INVULNERABLE. The Wiki, supported by a Rioter's SPECIFIC quote, states:
