New irellia good, weak, or balaced

Irellia looks like a fun champion. I've played old irellia for fun in search of a not so hard tank shredder. I still play her sometimes for fun. Last time I won lane.anywaus the irellia winrate will be here next patch. I've been trying for ages to get her on the pbe so I can play as penny from rwby because the way her blades work are similar to penny but every time I try, she gets picked, I don't get top, or someone dodges I pick her . Since there's no blind pick, I have to be super lucky. But the odds of getting a new champion/rework is 3720-1. Ive seen her dogood and ok but I can't be more use. Anyways is she good.
