Hello!

I just played against a xayah and a rakan, the champs are good together but, xayah is way too over-powered. reason? Her cooldowns are way too low, her E can be used every 12 seconds and it deals so much damage. Buying Essence reaver and a "zeal" item will cause the enemy adc to almost die everytime he tries to 1v1. i've almost never seen a xayah lose late game btw.

my suggest is that, or you lower xayah E (Bladecaller) by +50% instead of 60% bonus ad, or you increase cooldown from 12 to 14 level 1 and 12 from 11 level 2.

She already has W and Q that gives a lot of feathers.

I don't think the cooldowns is the issue, the problem is if Xayah has a cc support, she gets free mega burst from her E. Similar to pre-nerf Caitlyn's CC then trap combo. The problem is that hers is worse because it doesn't require the pinpoint accuracy, which made it difficult for Cait's to work with champs like Rakan.

The damage is too high early and should probably get a pre max level nerf, at least so getting cc'd by Rakan or Ali once isn't auto death pre-6. Shouldn't be so easy to combo with those champs because it's so hard to avoid their cc, especially post 6 Rakan.
