Pointless Duo Que? Less than 50% get Bot/Support?

When my friend and I solo/duo que together as Support/Fill and Bot/Any of the roles. Less than 50% of the time am I actually Bot with him?

-Why not have a que for people who just want to play their roles and dont care about que time? -Why not guarantee roles for people who Que with a support?
