People Selling/Buying Honor Votes for RP/Boosting/$$$

So I caught a few people boosting Honor, and it has became a rapid problem

what someone will say or do, is pre-made 4 people, and say"you should honor me, I'm awesome" or lie to gift RP at end of game

already ive seen numerous toxic people be overrall honored, and it's exploiting the system, please fix.
