What levels does Illaoi's E tentacle spawn scale down?

It seems like a bit of a nerf early(not an issue) and a meh buff late.

Early game it is going to spawn 2 tentacles, until it goes to 3 seconds then it will spawn 3 that will actually target the vessel.

I was expecting something crazy from what Meddler wrote but this is interesting to say in the least.
