Meddler, Can we Have a Dec Corner about Target Selection?

Target Selection is a buzzword Riot has been throwing around as a way to differentiate assassins from divers. But I don't know, Nocturne, Vi and Diana seem to have no trouble getting to a target and sticking to it.

I don't doubt that there's a real difference between the way assassins are intended to select a target and how divers are intended to select a target. But I think it would be worth the time spent to write out a more detailed explanation so the players have an idea of what to expect from the assassin class moving forward.
