Buff Azir's E

Hey @riot I was pondering about azir and thought about some buffs that you could make to Azirs E because his % health shield was removed from his tooltip due to some bugs and in return i kindly request that you make it up for something else. So I was thinking that you could buff the shield on Azirs E and make it scale. You could also increase the dmg on Azirs E. Both of these buffs reward more experienced Azir players but not so much that he will be a pick or ban champ.
