People should be banned of in-game trolling rather than flaming

I just made a new account. I realized why new players are not joining and old players are leaving this game. As well as y league community in lower mmr is more toxic. The problem is that riot is banning people for flaming and emotional driven words rather than people that are all in all ruining the game by trolling general. A top can follow you for no apparent reason and last hit every jg champ your working on for 10 min and int, the moment you threaten his ass with afk or something of your choice you can be threatened with reports for un-sportman like behavior and shit of that sort. The only people that can afford to do shit like this are people with multiple account and repeat offenders. It lead me to a question and no the question is why isnt riot banning them it is y do people in silver or bronze even bother playing league if they know that they will waste the few hours they have off by trolls of that sort there are some gold ,plats and diamond that do it in my experience but it is drastically less. Sure I know that some people take pleasure through others pain but i think trolling in game sometime people take it too far especially if u queue with trolls for multiple game straight. Although it is just dream and immature talk to punish them in real life but i sure do hope league either becomes unfiltered or riot actually watch the games before banning people. I really do feel for myself and other people in the same predicament This game I used to love is dying. Part of it is due to the fact that maybe damage values are too high or teamwork is taken into over consideration but all in all it is dying because of the players only the most toxic survive thank you for reading my long ass post and sorry for my broken ass unproof read shit that i am writing while being exhausted from life in general good night if anyone need an example you can check the vod on this account for my last game where i was lucian in a bot game for god's sake and the troll is the cait followed me around for a while in the jg for more than a couple minutes <removed by moderation> yea not log on this account for a while i might hop another gold or plat account or go on a few years leave from this game

I do realize some redditors and keyboard warriors may dismiss this due to the unpopular opinion that occasional that yells racial slurs for no reason but pls take a second and think. The people that played other moba's like eve online or wow I am just saying ill rather prefer a toxic player that plays than a troll that trolls (although they sometime come hand in hand) because u can mute one but u can't mute the other from existence

On alt accounts I've did every possible thing I could to troll and never seen a punishment.

I've had 2 perma bans and countless temp bans for language though.

Buddy of mine got gold for the first time this season after years of trying.... no reward because he told someone to "stop being a jew."

Honor 5 account 2 week ban for calling someone a jew into zero reward, guys never so much as had a chat restriction..... He doesn't play league anymore sadly :/ Duo'd with him since season 5. Now we play HoTS when he's online, lol.

The big problem are the ingame reports. Due to this beeing a computer system, only searching for some, lets say "keywords", there are many ppl getting punished without a reason, just because of one m8 wasnt ok with u. On the other Hand there are many ppl who can insult over and over again, even use sexist, homophobic or racist language and still wont get a chat restriction, nor a real punishment. I latly had a interesting conversation, with one of riots support members. He said smth similar to: How should a person decide on that many reports, or how should a real human look at every single report. And hes konda right, but nevertheless i want a report system that is working, and punishing the right ppl. Stop letting: "Im not ok with how u played this game, so ill report u for no reason" / "U lost this, ill report u" be a thing.
