New Player Problem (not a rage post)

I'm sure we are all aware of just how bad it is between levels 3 and 15ish for new players because of all the smurfs. I am NOT opposed to smurfs in the general sense, but what I AM opposed to is how they are jerks about it

I assume the queue restrictions imposed on low level accounts are there to bore advanced players, no one likes playing bots - but that restriction is lifted after about 2 - 3 games (depending on length)

Clearly not working. The retirement of the "refer a friend" system should clean up a good amount of the issues but I would like to see a drastic change made to the first 10 levels

*restrict shop access until level 10 - yes riot could lose some money - but in all seriousness who spends any non-free riot points at that level? ----not being able to buy their favorite roflstomper will discourage smurfs that are made for that purpose --- if new player retention saw an increase it would INCREASE riot's income also: 400rp is a very taunting value, it just barely affords anything, and falls short in the most frustrating of ways when it comes to those XP and IP boosts - being short 10 or 20 rp is the worst feeling ever

*at level 6 increase the free champion pool to 20, using the predetermined 10 for levels 1-5 in addition to another set of predetermined 10 ---include simple junglers like amumu and rammus, with the unlocking of smite at level 6 ---maybe even have a built in runeset for all 20 champions with 3/3/3/1 tier 2 runes as if the player was level 10, jungling without runes is not pleasant ---when they finally can buy a champion, yes they will have 20 yanked away from them BUT they will have hopefully enough experience to buy one that they like from that rather large sample size, with the IP saved up to do it - you could even let them pick a freebie from among the 20 to unlock

smurfs need some love too though.... When you first login and it asks your skill level, it should ask if it is a smurf account with a statement saying there are 0 repercussions to any other accounts you may hold, if they answer yes automatically unlock aram and dominion while keeping PVP on the rift locked, and bump their MMR to that of a level 10, without actually making them level 10 - might seem unfair, but it will be good for both parties, smurfs won't get as frustrated with players that can't even walk, and people on their first 10 games won't have to deal with them
