How do I get blue essense?

I know that this comes in chests (well at least it used to), but I have gone through at least 15 chests and I have not got a single blue essence Nada Zilch How do I get blue essence?

disenchant champion shards

btw i believe you can buy champion shards with ip so you effectively can buy blue essence with ip

You buy Champion Shards from the store in the Accessories department. Just unlock them in your loot and dischant the champion. In return it will give you blue essence.

You can get them from either the chest or disenchanting champions you get.
