How come certain champs never receive changes at all?

and come to mind. and , when was the last time he received numbers changes? last time I checked it was 2014, the nerf to his R ratio and Q armor reduction changed to scale per level.

I'm not saying he's weak or strong etc, he's just item dependent, and with item changes he needs to be looked at. Adding to that his counters received changes so this affects his general playstyle and viability as well.

Last week I was checking Paragon, and they just released a Wukong hero and I thought about the much room and potential wukong in LoL could have if he was picked in the diver's class rework. I hope he gets a priority with panth as well.
