Fiora is extremely outclassed

Fiora's original niche is "the grand duelist". Theoretically the best champion in the game at dueling (which has never been true unfortunately), her main purpose since the rework has been a dedicated split pusher. Her teamfight presence is meh (the idea of the team-wide heal doesn't work very frequently, since pulling off all 4 vitals in a teamfight isn't fiesable in most circumstances) and her kit is almost entirely invalidated unless you're dueling.

The issue is, she gets slaughtered by several other duelists. Some champions she can have reasonable skill matchups with: Riven, Renekton, Darius, etc. A skilled fiora can outduel them effectively. But against other dedicated split-pushers, fiora gets slaughtered. Trynd, Camille and Quinn will crush fiora in a duel (particularly Camille has an incredibly similar niche but does it much better).

A lot of this can be attributed to some confusing design choices in her kit. The team-wide heal, for example, makes very little sense. Pulling off all 4 vitals in a teamfight is a bit crazy, and so much of that power is shunted out of dueling and into supporting her team. Putting %of max health true damage on her passive also adds some confusion to her kit. It is invariably a tank-killing stat, but because of this, the somewhat squishy duelests she fights aren't terribly affected by the strength of the passive.

At the moment, Fio's sitting in a tight spot. She's rarely ever used in soloque and her win rates are low. But what's more, she just feels very outclassed by other duelists. I'd love to see Fio be a champ that can win a duel vs any other champ if you've got the skill, but at the moment, her kit simply feels too disjointed to do so.

The problem with Fiora is that she's one of those champions where if you give her an inch she takes a mile. Buffing her will only lead to terrible things.

Your problem: Fiora is a skirmisher. She SCALES into being the grand duelist. She can't just start off in lane as the best duelist in the game or else she has to scale like shit...which skirmishers don't do.

Imo her issue is her obnoxious kit.

It lacks counter agency (the ability for the fiora's opponent to control the outcome of a fight).

Outside of picking jax, stalling and auto attacking you to death there really isn't anything you can do against a fiora. As a stat stick, the only way to win is to out stat check her, or you lose. You try to CC her? She panic parries, stuns you potentially and wollops on you.

She shouldn't have a spell block and she needs more spell variety for damage output (it's all just auto attacks which inherently lack counterplay).

She's tricky, because she's similar (not in kit, but in nature) to mundo, pre nerf azir/kalista or talon (pre electrocute nerf). She has allot of control over the outcome of her lane (assuming she isn't inherently weak) and the opponent pretty much has to sit there and accept it.

Her winrate goes up about 1% each rank.

46.5% in bronze 50.5% in diamond

I don't know how you lose to Quinns with Fiora. She's one of the few melees that can re-engage after Quinn uses Vault.

i've personally always considered fiora a solid counter to camille because when you reposte her e you will always stun her and your ulti works great against camille's because she either runs, letting you leave, or she dies while you get healed.

Camille also has a very different niche than fiora. Camille is far worst in terms of dueling potential and doesn't scale as well, but can rotate to team fights better and has far more target selection.

Fiora in general isn't the best in this meta, but thats because games are very teamfight heavy in the midgame and she is a hypercarry who requires items in order to function. Split pushing is not a top tier strategy right now, therefore fiora is not top tier

Imo Jax is just a better version of Fiora other than Fiora being harder to towerdive.
