Nerf kat's ulti-- Make it similar to morgana's tormented soil

Kat's ulti dmg is pretty insane and for anyone who lags more than 90 ping. That's a good full seconds of channeling before cc'ing kat. But obviously kat can be shutdown. SO I propose Kat's ulti dmg be altered to being dmg increase over time like morgana's tormented soil instead of Kat's total dmg being split. This way we maintain that kats who know what theyre doing will still be rewarded while removing pubstomping kat plays.
