The general idea with counter-play is you always want 2~3 options to deal with a given situation (they can be tactical answers, they don't need to be reflexive). And "never getting near that guy ever" isn't a viable option for these.
Annie's not to bad to deal with as her stun is crazy obvious and prevents her from utilizing the rest of her kit to do things like CS and push the wave if she wants to utilize it. She also needs to walk towards her targets to really land a solid combo with her medium range.
And Annie can actually miss Tibbers in the reflexive sense, if you see her Flash at you you can Flash away and occasionally she'll nuke where you were.
On top of this - it's worth mentioning you can actually use summoner spells (that don't grant mobility) while stunned - so you can
mid-stun.
As a ground-targeting ability: Tibber's can be baited with Zhonya's by activating Stasis right before impact as well.
And finally, if Annie is a massive problem you can counter-build her with

to mitigate the damage and CC.
Talon's silence was on a 700 range ability with instantaneous travel time and 100% accuracy. If you got within 700 range and he wanted you, you're silenced. And with this - it's worth noting silence disables all summoner spells (the only CC type besides suppression that does so). Silence also disables item actives, along with any non-passive QWER skill. You couldn't Zhonya's vs. Talon ever as his dash is completely reliant on having a viable, non-stasised target to move him behind you: leaving him ~700+ range away while he waits for the duration to time out, or you're silenced and can't use said active.
All you could do is AA Talon or run after he lept on you, but then he stealths - making him untargetable to auto-attacks.
There was/is no solid itemization against Talon's CC either - you could allow him to 100%-->0% you with the anti-CC items in

, or you can go armor and be completely useless when he performs his combo (but probably alive).
Due to Talon's lack of counter-play Riot did keep him in a spot where having enough damage to reliably kill things was a pretty big gamble (they mostly kept that in check via noteworthy CSing issues), which actually did make Seeker's and Zhonya's solid against him from the armor alone, but if Talon's damage was reliable: he's not as fun to play against.
This isn't to say assassins like Talon are devoid of other counter-play options like vision control, grouping up, and allowing allies to get your back. And as a melee single-target damage champion an Assassin should be harder to counter-build than a ranged AoE champion. Talon just didn't offer many options to deal with him.
CCing targets with a 100%-->0% combo wasn't the issue with Talon, it was how little options you really had to avoid said 100%-->0% CC combo with Talon.
