This is gonna be strange ... and a little dumb ...

But what if Azir's soldier's dealt bonus magic damage based on critical strike chance?
I wouldn't expect it to be something like 1% / 1% .. maybe something like 1% / 5%
So if Azir built 100% critical strike chance he would really only get 20% bonus magic damage on his soldiers, which is really nothing without AP.
If we somehow give Azir 100% critical strike chance without any AP from items, but leave him about +40 AP from runes (arbitrary, .. estimating AP from runes sounds annoyingly complicated)
160 + 0.6 (40) = 184 magic damage
1.2 ( 184 ) = 220 magic damage.
But, what if he built one crit item like Phantom Dancer. +30% critical strike chance would translate to +6%
So
+40 from runes
This comes out to about 567 AP
160 + 0.6 ( 567 ) = 500 magic damage
1.06 ( 500 ) = 530 magic damage.
I would consider this to be a pretty AP heavy build with Rabadon's Deathcap, so this is probably about as efficient as something like this could be.
In order to otherwise increase soldier damage output by 30 would require 50 Ability power.
I don't think this makes this idea too strong.
A better argument might be that it would be an unnecessary change, .. and I'd give you that, ... but it could be fun. :)
