Penalty for not selecting a champion in champion select

Can something please be done about the penalty for not selecting a champion. The situation was i first to ban a champion in Nemesis Draft and being indecisive as i am, the champion i had thought of finally came in mind but was too late. Now im waiting 15 minutes just to be back in queue....thank you riot games.
