Can you make it possible to trade against Tahm Kench

Unless you're Vayne, you can't trade with a Tahm Kench. Dare come near him, he'll eat you up and spit you away or into danger and just regen his health back with grey health and you'll end up taking the punishment. And bot lane, he can swallow his adc and run off making your trading attempt useless, and there is no such thing as going in when it's on CD since it sits on a 14/13/12/11/10 cooldown, leaving his adc scratch-less because of the guardian frog saving him.

Can we just increase the cooldown on his W so at least bot lane has a chance against him?
