Can we fix summoner spells?

First off;

summoner 7 summoner 21 in bot lane is the dumbest thing I've seen. It makes it way too hard to kill anyone, and also makes ADC's shrug off too much damage just by hitting their oh shit button. Is this fun to play against? No. I think it's time to retire summoner 7 as a team spell, with NO healing to allies.

So we can see item 3069 used more.

summoner 21 vs summoner 14 Is a unique way to put power into a defensive mid laner and a snowballing/aggro mid laner, I like that. Please keep this in the game forever. LOL

summoner 3 Probably the only reason why we don't see Bruisers in pro play. item 3070 Tryndamere item 3070

summoner 6 WAS my favorite summoner spell, I remember the good ole days when you see someone pop ghost. It was a big "SHITS ABOUT TO GO DOWN" button. Olaf Maybe Ghost should just be merged with cleanse LOL

Anyways! Back on topic. summoner 4 summoner 4 summoner 4 summoner 4 We have a few options. Make flash available to all, like recall is. (with a cooldown obviously) This would heavily diversify summoner spell set ups.

Make flash more defensive by being unable to attack or cast for a few seconds.

There's also still no PENALTY for flashing over walls... Movement speed reduction based on distance covered?

At the end of the day I just want to give players more choice, rather than defaulting to flash. I mean isn't that why runes and masteries are being reworked? Why not Summoner spells also.
