Hasn't certain abilities within champions kits felt out of place?

I've seen a few abilities here and there that just felt sort of out of place with the rest of the kit whether it was theme wise or just didn't fit into their abilities.

For instance kennen's W passive. I get the idea of giving him more options for his passive but why does it scale with AD? Was this just a filler ratio to give the auto attack damage without giving him too much power or perhaps did riot think people might build him hybrid?

Another one is a much more recent champion which is Aurelion Sol's ult. I mean hasn't riot gotten sick of using point and aim laser nukes? Considering how unique some champions are recently I was expecting more of an ultimate ability.
