Changing Wind Drake

Currently the Wind Drake outside of competitive play is considered one of the weakest drakes in the game (next to the Ocean Drake). Out of combat movement speed is really only good for organized rotations. While in high elo it becomes more important, it is not a priority to get a Wind Drake. What if we were to change the passive given by wind drake to Tenacity. 5%/10%/15%. Getting three wind drakes and getting elder would give 22.5% tenacity. The only balancing problem would be merc treads themselves. This would bring into questions whether having three wind drakes should stack on merc treads. While stacking them might be considered broken, buying merc treads and then getting 3 wind drakes would make that wasted gold. On the other hand 52.5% tenacity (3 wind drakes, merc treads, and elder) seems broken, but you have to give up whatever other boots were going to get (tabiis are really strong right now) and you have to get all three drakes and the elder. Three Infernal drakes give 24% damage increase and which becomes 36% with elder. Comparing that to tenacity does not seem to bad. Not to mention that not every champion will end up builing merc treads, and the RNG of Drakes means that it will be less common 3 wind drakes spawn in the same game. I feel the tenacity would create more priority in the drakes and cause more pressure around dragons in most games.

I think there should be a change to the ocean drake as well. I don't know what you could do. Maybe something like increase resistances (which doesn't really role with the theme of ocean.) Perhaps is could "wash away" resistances from the enemy team or give some type of debuff. Maybe if could even apply life steal (something that appears like the Nami Nami Ebb and Flow). I'm not sure about that one.

Edit The tenacity theme may work better thematically with the Ocean drake but my point still stands.

Seems too niche buffs for a dragon. They could work only with certain team compositions. While the movement speed out of combat is useful for every single champion.

Fun Fact: Rito released some hard data awhile ago, and the wind drake is the drake with the highest win percentage, followed by water, infernal, and mountain
