Udyr support, max E>W>?

tried it a few times, the stun bot mechanics are just as effective from the support role but I'm wondering since the base dmg on R was nerfed if I should max Tiger or Phoenix after Bear/Turtle?

Tigers nice for quick picks and taking turrets/drag/baron, but R is also nice for waveclear/aoe.

I barely use anything but bear/turtle in combat so consider outside combat as well.
