Perhaps Leaverbuster should only flag people who are either reported or never reconnect.

There's just too many cases of people disconnecting for a short period of time (1 minute even) and reconnecting but still being punished.

I think it should be up to their teammates whether or not they believe that the player should receive a flag for afk. It's probably the fairest way to issue these out. Ofcourse players who never reconnect should be flagged regardless.

The only consequence to this is some players afk'ing the whole match and returning and their allies forgetting to report them. But I think the positives outweigh the negatives here.
