Please don't let people first time a champ in ranked

I just played Kata in ranked for the first time, and I felt so bad for my team. I fed so hard and was so useless ofc they wanted to report me. But I think this needs to be implemented badly!

And in case you wondering why I picked her; I didn't expect to play so bad.

So how would that be implemented? Would it be based on mastery lvl? And if so, what about smurfs that don't have mastery lvls on their champs?
