Runic Echoes

For those of you who don't know, Runeglaive is being replaced with a new AP jungle item called Runic Echoes. It is similar to both Luden's Echo and Runeglaive: it builds up stacks to do one burst of AOE when casting a spell at max stacks, and does bonus damage to monsters and restores mana in the jungle. It seems Riot learned from Runeglaive to only have the mana regen be in the jungle, which is great! It looks like it won't be abusive in any lanes, like Runeglaive Ezreal mid. Thank you Riot!
