Gragas E and how to keep him from being in every lcs game

Gragas E has a lasting hitbox which is used for those flash plays. Changing it so the stun hitbox lasts shorter would keep gragas from being effective in laning and minor in team fights. He could still be used as his ult is something that changes a team fight dramatically
