Unused Summoner Spells ( Clarity + Clairvoyance mainly)

I have been wondering if we will ever see an update, or a balance change to some of the summoner spells, maining Clarity and Claivoyance. They are never seen in professional play, and are considered less than optimal by everyone. They are literally troll summoners.

I am hoping that some day these summoner spells will receive some love from riot, other wise Riot's heart is literally item 3110

Examples of "love"

summoner 13 Clarity could reduce the cooldown of one's spells by a number or by a percentage ( 20 seconds, 50% of the cooldown, or set all their spells to no longer be on cooldown). This change would give strategic value to this summoner spell. This also goes along with the type of summoner spell it is, a mana restoration summoner for mages.

{{summoner:2}} Clairvoyance is basically the blue trinket but with more range item 3342 . I think the blue trinket and Clairvoyance need some stronger differences.

Blue trinket reveals enemy champions, has a cast range, has a 120 second CD unless upgraded then it has 90 seconds, is upgradable to have a ward with 1 hp that cannot be teleported to for 60 seconds.

Clairvoyance reveals an area (no range) for 5 seconds. It has a 60 second cooldown.

It is obvious blue trinket is better when used against enemy champions, and if you upgrade it, for revealing an area for 60 seconds. Clairvoyance is better as a vision tool on the map.

To make {{summoner:2}} better, I think maybe increasing the time it reveals to 10 seconds instead of 5, maybe hiding from the enemy (visually only) that someone has used clairvoyance in a location (using only an audio cue instead), or maybe having clairvoyance reveal jungle monsters and lane minions (not champions)

summoner 12 Regarding teleport, I think looking into the Black Market Brawlers version of teleport would be a great idea. It makes teleport a strategic choice in game. It nerfs homeguard + teleport ganks, but it makes top lane a little more diverse, and more punishing of a lane. It is more difficult to recall and get back into lane. item 1335 item 1336 item 1337 item 1337 item 1338 item 1339 item 1340 item 1341 If I had a problem with it, it is that it requires T3 boots, which is kind of expensive. It is a bigger choice to get teleport over another item, than it is to have teleport summoner spell over ignite or ghost.

Maybe if the teleport boots were a little cheaper than the other enchantments, or if you could purchase enchantments on lvl 1 boots......

I don't know how to modify the poll... i wanted a 4th option saying ""#2 teleport boots are better for the game""

I like the Clarity idea. A flat 20 second reduction on cooldown timers on top of the mana recharge would make it quite desirable, at least for many mid-laners.
