Bans in Dynamic Queue

I understand the original logic in giving the bans to the last three players, but in dynamic that seems backwards. Your lane is guaranteed, so the players on the bottom aren't at any sort of role disadvantage. In fact, the players on the top are the one's most likely to get counter picked, and so in the new queue it's favorable to be last pick rather than first. I think bans should be returned to the first three players as opposed to the last three.
