Marksman and the constant issue every year

Marksman, is no matter how hard riot reworks the class as a whole, always a problematic role every year and I don't even need to make a post for both riot and the community to know this, but I think I will make one anyways. Every year we run into the following problem.

-Marksman are under powered and have zero impact on games, thus making life hell for marksman mains -Marksman are over powered which makes life hell for the team that has the shitty marksman

Than we have this problem

-My team fed before lane phase was over, and i'm just a marksman who can't even roam, so now I have zero game impact -i'm an adc with zero tanks and supports so now the only way I survive team fights is if i play like a mechanical God. -I'm a good adc and my team didn't totally feed during lane phase, so now I can completely take over. -My team forgot to pick a marksman so we just auto lost. -OUR ENTIRE TEAM COMP HAS TO REVOLVE AROUND THE MARKSMAN -Assassins just got buffed in items, so now we just gave marksman a huge buff

Every year these are the problems with the marksman class become a constant recurring trend and honestly at this point I wonder if it's even possible to fix or if Marksman/bot lane will forever be the most unbalanced, impossible to balance role that forever impacts league.
