Massive issue with "balancing" mindset
My issue with those two matters, primarly comes from the, in my opinion awful thought process how to balance them. Issue being, the usual direction that is always being looked upon is the sheer number = damage, instead of something that has became an actual problem in few recent years.
That problem being - utility and resource abundance. Game was, at least for me way better while it had less of a fluid motion, less of a continuity in a trade, and more of a plastic straightforward motion in some matters.
Allow me to provide certain examples:
1.What pushed back Akali from the perma banned state towards bearable state ? Changes to shroud as well, as removal of that heal NOT the damage "tweaking". What tuned Kassadin from his permaban glory days ? Good portion of it were fairer mana costs. What creates a problem ? Fleet footwork - allowing the champion to retain the aggression WHILE AGAIN giving suvrivability- therefore negating ANY framework where the champion would be actually weak.

Ryze- for me one of the worst champion balance wise. Riots insistance for him to be "a bit of everything", will of course create, a perpetual problem. But they nerfed him, his movement speed comes in...weeeell there you have phase rush, with the sheild still being there, with the clear being there- you again..basically done nothing.

State of Yasuo and Riven, is of course something that will never be messed with because those are poster characters..but please- do not insult the intelligence of an average player with "1 second more" or "10 dmg less". Shileds, too much fluidity and no mana are the actual problems..not the damage.

Conqueror- this rune, has had a perpetual issue since it came out. The benefit of relentless agression with true dmg and some attack speed..fine, but why is that healing there?
Some of these can be fixed by a simple "melee only" clause, some others, lets be honest will never be touched. But let us be honest here champion and rune design that opens up possiblity for "a bit of everything" without the direct downside, is and always will be exceptionaly unhealthy.
To try to use a metaphor as a conclusion - a gun with a SINGLE bullet that can one shot, is by NO means worse then a gun with 100 bullets that do moderate damage. The additional chance in way shorter timeframe (aka in League various utility resources) will 100% equalize and by far outvalue any singular punch- and make anything on receiving end will like utter shit.
So please, tune down or remove some of the training wheels, it is getting comical.
