Idea for Banner of Command Replacement
For those that don't know, Banner of Command is being removed in 8.12, and for a pretty legitimate reason. Every time it's not strong, it doesn't exist. Every time it's strong, it's horrific. However, it's sad for me to see Pusher Champions get a tool taken from them, especially the kind that built Banner, which is Durable Melees like Yorick and a few others. Therefore, I've come up with an idea to make Banner a much more active and nice item that also doesn't take up the same niche as Zz'Rot Portal essentially.

UNIQUE Passive- Immolate: Deals 5 (+1 per level) magic damage per second to nearby enemies. Deals 100% increased damage to monsters and 200% increased damage to minions.
UNIQUE Active- Promote: Let out a warcry that causes nearby allied minions to be empowered, take 40% reduced damage from enemy champions, and gain 15% increased movement speed for 9 seconds. If you move more than 800 units away from a minion affected by your Promote, they lose all of it's benefits. (600 range) (120 second cool down) The same minion cannot be affected by Promote more than once every 45 seconds.
This new version of Banner of Command promotes active pushing rather than passive pushing. What do I mean? I mean it makes you need to stay with your empowered minions in order to keep your pushing advantage. Currently, Banner of Command is basically a "empower this guy, send him off to split push while you push over here and force enemies to divide and suffer" OR "everyone buy a Banner and then make an unstoppable force of minions". That's just not right, and I agree that the item's current iteration is just wrong. However, this new version removes both of those uninteractive uses of the item and makes the item even fit more from a design standpoint without basically being Zz'Rot Portal's brother. It's a Banner, so it makes sense that the Banner's wielder has to stay with the minions to empower them. How invigorated would you feel if your commander just said "You're gonna do great!", and then ran away like Banner currently makes you wanna do. It's just not right.
