Brand ult bugged??

I know that riot had to 'fix' Brand's ult because apparently it would bounce to enemy champs even if targets weren't marked with his passive. Now I toss it at an enemy champ, and even if they're near minions that are ablaze it just won't bounce at all. Please look into this rito.
