Can boots get a Tenacity -Enchantment-?

Given the rise of CC, mobility to better apply that CC, and easy access to abundant amounts of CDR to apply that CC, could boot enchantments make a comeback to some degree? Because honestly sometimes you NEED Ninja Tabi's(or some other boots) on top of some worthwhile tenacity.
