Can Abyssal Scepter Aura work on Turrets?

So, now that MR Pen works on Turrets, it seems kind of weird that Abyssal Scepter's aura does not. You can usually not affect more than one turret at a time with it (only on the nexus) and these champions who build Abyssal are usually melee or close range mages that have difficulty sieging. If the point of the change to magic damage from AP and MR Pen working on turrets was to make mid laners better at sieging, it should apply to ALL of their MR Pen items. Abyssal having a weird version of penetration shouldn't exclude it.
