What is going on?

I don't know if it's just me but every time a new patch comes out i lagg for the whole damn week. Every time im in champ select the countdown is counting down to 0 for 5 straight minutes and then i get a message saying that riot support has been notified and what not. I even re downloaded league but i still got the same problem.... this really makes me not wanna play League -.- any suggestions besides uninstallling?
