Both Shaco and Critplank benefit more from AD runes rather than crit chance ones in most cases.

But really, they exist solely for that 1% crit chance critical strike early on, because it can win you a lane in some cases. So yeah, it's pretty much used only on Yasuo and the cheesy tactic.

Shaco, because you want to take Frenzy to compliment his Q and you build IE eventually, so procing it during the jungle clear is actually pretty significant and it scales better than flat AD.

Gangplank because Critplank is so called for a reason.

Also pretty much every AD jungler ever benefits from one Crit Chance mark. I've also seen Janna use crit chance marks because getting one of those with your shield on can win trades outright.

Also it gives any champion with 1 mark the ability to crit, technically giving them an advantage due to RNG. If you also take more then just 1mark(1% crit) that's investing resources into stats that aren't actually 100% effective, so its a fine tradeoff.
