Ranked reporting.

Hi so I've only been playing since the start of season 5, really got into league after watching worlds while attending Uni. I recently got into ranked and have over 100 games or so. Here's what happened and what I think should happen. I go into a duo ranked game with a neighbor of mine and we're in pick/ban. First pick goes xin jungle, I'm last and neighbor is second to last, neighbor goes blitz I go ADC since everyone agreed we could duo bot. Xin gets mad and says he wants to blitz so neighbor accepts and trades. He AFKs and doesn't play seriously. My neighbor, the mid laner as well as myself report him.... next game he is on our team again. Is there no way to avoid this? If someone gets reported 3+times in one game that he has to wait or like not be in the same game as the people he just trolled? We went on to lose the next game because he fueled someone else to rage and afk in the jungle so it was 4v5 late game.

TLDR; If someone gets reported various times in one game can he sit out for a bit like if you dodge or not be in a game with those who reported him?
