Zilean Change Idea

I don't know why I didn't think of this before.

Also, not sure if any Rioter has thought of this before, but Zilean could get an interesting change to his rewind. Instead of reducing his cooldowns by 10 seconds, maybe it could read like this:

"Targeted ally champion or Zilean is granted a time glyph, making the next non-ultimate ability incur no cooldown."

Oddly enough, this falls into what I call "2015" mechanics, as well as keeping his ability to double time bomb. It also opens up options, as he could then double bomb OR double speed/slow. Could use extra power shifted around, but I think it's a cool idea.

Would also allow for speed champs to make some interesting plays.
