Bard E and Passive Changes?

What would you guys think of Bard if say when he picks up a meep on the rift his Portal (E) COOLDOWN would be reduced by 1 second or .5 seconds. I personally don't think this is op because it only adds to his roam potential and the fun of grabbing meeps and going fast. I really want to get some feed back as to why or why not this would be a good idea!
